Duncan’s arrest is the first in the unsolved&nbsp;case. He was one of the first officers on the scene and the lead investigator in the slayings of Gloria Ross and Candida Belt. They were shot and stabbed at a massage parlor that was later exposed as a front for a prostitution business.
