John Arnold.</p><p>The committee was formed earlier this month after Democratic House Speaker Greg Stumbo filed a petition of censure or expulsion against Arnold. But now that Arnold is no longer a member of the legislature, the committee is limited in its options should its investigation find Arnold guilty.</p><p>Stumbo said that he believes the Kentucky&nbsp;constitution&nbsp;will permit the House to vote in favor of fining Arnold despite his resignation should he be found guilty. Rep. Arnold Simpson, a Democrat from Covington, said the amount of the fine should be used to offset the costs of the investigation.
