A state audit of Calloway County Attorney David Harrington’s office has found several issues with the handling of public funds. The state auditor’s office says they performed the audit after hearing concerns about possible mismanagement at the office.
The Kentucky State Auditor’s office found the Graves County Fiscal Court failed to properly pay a contractor and report funds. The auditor’s office 2010-2011 fiscal year report released today shows the county failed to promptly pay a contractor for nearly 1.6 million dollars in clean-up work related to the 2009 Ice Storm. The work was done in May 2009, but was not paid for until more than a year later, violating state statute which orders all contract work paid within 30 days.
The Kentucky auditor’s office noted one violation in its report on the Livingston County Clerk’s 2011 financial statement. The auditor’s office found the county clerk bookkeeper controlled all the financial records without a second person reviewing them.
Kentucky State Auditor Adam Edelen says the McCracken County Clerk’s Office violated state statute in 2011. According to the annual audit report, the McCracken County Fiscal Court failed to set a maximum county clerk salary order, which the clerk uses to hire deputies and assistants and provide fringe benefits.
The Kentucky state auditor’s office found several non-compliance issues with the Caldwell County Fiscal Court’s financial practices. The comments came in the 2010-2011 fiscal year audit released today. The report found poor tax record keeping, and a lack of outside review.
Kentucky’s new privatized Medicaid Managed Care program will be audited by the end of the year. State Auditor Adam Edelen created a Medicaid task force in February after taking a first look at the managed care system. He also gave recommendations to managed care companies, health care providers and the state on how to make the system run better in the future. But with clashes between private Medicaid companies and healthcare providers ongoiong, Edelen says he will take a stronger look into the system.
