Stumbo on Lottery Terminals

Frankfort, KY – House Speaker Greg Stumbo says his bill to allow video lottery terminals at Kentucky's racetracks would produce more than a billion dollars in new revenue for the state within five years. Stumbo testified today before the house licensing and occupations committee. The Speaker says his plan doesn't require changes to the state constitution because it's not an expansion of gambling. He compares the V-L-T's to the state lottery adding a new scratch-off game. Stumbo says the additional revenue generated by the terminals would be used to improve education, drug treatment, and to help county jails pay for housing prisoners. He says some of it would also be put into revitalizing Kentucky's horse racing industry.
