Rauner Frustrated at Lack of Progress to End Budget Impasse

As Kentucky lawmakers continue budget talks, neighboring Illinois has operated without a spending plan since July 1.

Illinois Gov. Bruce Rauner is expressing frustration at the lack of progress in negotiations with Democratic House Speaker Michael Madigan.

Wednesday, the Republican governor accused Madigan and fellow Democrats of "playing games" by purposefully delaying talks so they can make a case for raising taxes.

The budget impasse has led to cuts in social service programs and forced higher education institutions to lay off staff.
