Attorneys general from Kentucky, Ohio and West Virginia will lead a conference of health care professionals, faith-based groups and others aimed at eliminating substance abuse in their communities.
The conference is set for Thursday in Huntington.
Democrat Andy Beshear of Kentucky and Republicans Patrick Morrisey of West Virginia and Mike DeWine of Ohio are scheduled to attend.
West Virginia has the highest rate of drug overdose deaths in the United States — more than twice the national average.
Huntington is considered the state's epicenter for substance abuse. On one day alone in August, 28 people overdosed on heroin in Huntington. Two of them died. Last year more than 900 drug-related overdoses were reported in Cabell County, including 70 deaths.
Kentucky, Ohio and Indiana communities also saw recent spikes in overdoses.
