Kentucky’s nearly 7,000 foster children will now be able to quickly and easily access their education records from anywhere, thanks to a new state education initiative. Officials unveiled a plan yesterday to give Department of Community-Based Services caseworkers access to school records for children in foster care without parental consent. The plan is part of Kentucky's implementation of the federal Uninterrupted Scholar’s Act, signed by President Obama in January, which amends a previous law that had limited such rights exclusively to parents. DCBS Commissioner Teresa James said this will give caseworkers timely possession of educational records, reducing interruptions in the academic careers of children in out of home care.
