Hope of Saving Madisonville's Historic Dulin Building Fading

The Kentucky Trust for Historic Preservation lacks funds and has no plan to save Madisonville’s historic Dulin building, despite owning the property for two years. 

City Attorney Joe Evans said the building’s structural integrity has been in question since January 2013.

The Hopkins County Madisonville Public Library, formerly housed in the Dulin building, conveyed the property to KTHP under the impression it would repair and preserve the property. Nearly two years later, Evans said KTHP has informed the city it lacks funds to save the building and has not facilitated any third party efforts to do so.

Evans said the building's condition has worsened in the last two weeks, noting cracked windows and fallen bricks.

“If we have a heavy snow load or we have a windy day or just through the passage of time, if something is not done to stabilize the building it may very well collapse,” Evans said.

He said the city and an adjoining property owner have decided to file suit to have the deteriorating building declared a nuisance.

"Hopefully our suit will force some action that has been woefully absent for two years,” Evans said. 

If declared a nuisance, KTHP will need to demolish or bring the building up to code immediately.
