Bob Hayter is the new commissioner for the Kentucky Department of Juvenile Justice.
Kentucky Justice and Public Safety Secretary Michael Brown made the announcement today.
“Bob has the leadership experience and skill set necessary to continue leading this department," said Brown. "I appreciate his willingness to maintain the momentum we have gained during the juvenile justice reform."
Hayter has held the position in an acting capacity since Hasan Davis resigned in April.
Hayter has been a regional director since 2006 and was promoted to deputy commissioner last year overseeing administrative, medical and professional development divisions.
In addition, he has extensive background in leadership roles with the Kentucky National Guard, including chief operations officer of Kentucky’s Military Emergency Operations Center (EOC) immediately after 9/11; liaison officer to multinational forces for the U.S. Army’s 35th Infantry Division in Bosnia and Herzegovina; and was the officer in charge of the planning, training, development and operation of the Commonwealth’s Joint Operations Center.
He has received numerous other awards for his duties, including three Bronze Star Medals; the Meritorious Service Medal; and the Joint Service Commendation Medal, among others.
Hayter holds an MBA from Touro University in Cypress, California and a bachelor’s degree from Western Kentucky University.
Hayter says he plans to take steps to address reforms to the juvenile justice system as called for in a bill passed in April.
“I am honored to continue working with Secretary Brown," said Hayter. "I am looking forward to addressing juvenile justice reform in our Commonwealth and seeking better outcomes for Kentucky’s youth." Hayter said.
His appointment was effective November 1st.
