The site should be clear in approximately three hours. Both eastbound lanes were blocked when the semi overturned before 7 a.m. near the 72 mile marker. Secretary of Transportation Ray Lahood says the money is from a pool of more than $470-million in unspent highway earmarks from fiscal years 2003 through 2006. Lahood says governors and state departments of transportation can use their unspent earmarks on any eligible highway, transit, passenger rail or port project. He says they must identify those projects by October 1st and obligate them by the end of the year. The new signs are part of a $9.9 million project to bring the section of the former Western Kentucky Parkway up to federal highway standards. Department of Highways District 2 Chief Engineer Kevin McClearn says traffic interruptions should be minimal during most of the work.
